I have the honour to report that I have

appointed Mr. Robert Hormus Kotewall, C.M.G., LL.D. provisionally, and subject to His Majesty's pleasure, to

be an unofficial member of the Executive Council in the

place of the Honourable Sir Shou-son Chow, Kt., LL.D., who had signified his intention to retire on the expiry of his term of office which fell on the 8th of July, 1936.

Mr. Kotewall was a member of the Legislative Council and has on previous occasions been appointed a

temporary member of the Executive Council during the absence

of Sir Shou-son Chow. In this connection I would invite your attention to previous correspondence ending with Mr. Malcolm MacDonald's despatch No.276 of the 24th July, 1935.
